For a Cessna 340, which cruise speed abt 230 knot, can I fly it and maintain at 120 knot? What is the effect?

I need to fly it at this speed for aerial photography.

Yes, but be aware that at that speed the controls are liable to be rather floppy, as the stall speed is 71 knots (airspeed not groundspeed, remember).

    Don't use a Cessna 340.

    Save a lot of time, money, and frustration and use a 206, a 337, or even a good ol' 172 that can fly slower and have unobstructed views below (or in the case of the 206, it can be modified with a camera hatch).

    Even better bets (if you are doing out of the window photography) would be the Cessna 177RG or the 210 Centurion, which have no landing gear or wing struts to get in the way.

    Have the camera person be someone other than the pilot, then you should be fine.

    Not the best airplane choice for that kind of job. You will need to deploy flaps (not the best either) or go with a smaller plane like the 172 or a helicopter.

    If you can sustain 230k in level flight, let us know. They cruise at about 190, maybe 200. (That's about 220-230 mph, but not 230 kts., unless some kind of RAM conversion or whatever, maybe.)
