How can i have my friend visit me for Christmas from London UK to Arizona? She have German passport ?

She was on visa waiver program but when she tried to come to usa for a visit she was refused entry because custom border thought she will not return back to UK. All she is wanting to do is just come for holidays and will return back to UK where her family and her kids resides. They told her at the airport that only way she can come for visit if she gets visa. Please suggest or help!! Thank you in advance. PS. she was only refused she was not deported.
There is nothing you can do. She must get a visa and prove that she will return to the UK and that the UK will accept her! Writing a letter to anyone is a waste of time as consular officers are not allowed to look at them. The best you can do is the following:

Tell her to apply to the US embassy for a tourist visa (B1 or B2 I think).
If she flies with a return ticket to Germany it may help.

Send her a very personal invitation (best friend type) letter and a formal one to the US Embassy in UK. I’m sure they stamped her passport at the airport and if she tries this time to leave from Germany, it will happen again.
Be very specific and to the point on the letter for the US Embassy. Who are you and why you want your friend to visit you. How long she is going to stay. You must submit all your information, name, address, ss#, phone number, etc. Explain how you met your friend and for how long you have been friends. Consider that you are responsible for her.
She must show that she has no intentions in staying in the US, and a big reason is her kids. If she has a job, she must show pay stubs, if she is going to school, she must show credits, etc. If she doesn’t work, it’s not going to happen or less she is married and her husband supports her 100% and he is allowing her to take short vacation.

Once you are refused entry using the VWP you must have a valid visa to enter the United States. And a visa is not a guarantee that she will be admitted, she must still prove the CBP that she is admissible.
Having a firm round trip ticket will help.
Proving that she has firm ties to her home country is required.
Proving that she has the financial means to support herself while in the United States is required.
Also, the CBPO would have told her why she was being refused.
