What does this mean for qualifications of being a pilot?

Ground Instruction:
40 hours: Cessna Pilot
Center Private Pilot
Program
12 hours : Preflight &
Postflight Ground
Instruction
40 Flight Hours including:

20 hours flight instruction with:
3 hours cross-country training
3 hours instrument training
3 hours night-flight practice
3 hours test prep

10 Hours Solo Flight:
5 hours cross-country flight with one cross-country flight of at least 150 nautical miles total distance

Successful completion of FAA Private Pilot Knowledge Exam and FAA Practical Exam

I don't get how many hours are actually needed. At $38 an hour, how much would it cost to get my private pilot's license? The website where this is found is:

50 hours

Ground school:
40 Hrs

Pre-flight and post flight instruction:
12 hrs

Out of total flying time:
40 hrs Dual

10 hrs solo (5 must be X-country)

For the total cost of FLYING (not ground school ect.) at 38$ per hour: 1900$

*Its going to be slightly more because that's not calculating the ground school, flight test, supplies. So around 2500. Plus these are bare minimum requirements so don't expect it to be the same.

    These are all minimum numbers. You will progress at your own rate, and will be signed off to do your solo, XC, etc. only when your instructor feels you are ready.

    Don't forget the price of renting the plane usually around $100 or more plus instructor. When I was instructing in 2006 I told people to expect around 6-7K total costs (in Vegas). Price varies based on where you are.

    As noted, these are minimal figures. You will spend more time in real life.

    Please tell us all where you found an airplane rental for $38 per hour. $80 to $100 minimum is the going rate at LaFayette. Better take another look at that figure.

    For the Private Certificate, you need a minimum of 40 hours total flight time. Most people actually need about 60 to 80 hours. Expect to spend $7,000 to $8,000 overall. That figure is going up fast.

    The Ground Instruction part is one way of getting your ground instruction. Shop around. Your local community college or a nearby flight school may offer the same in a group class for less money.

    The other figures are breakdowns of what they are offering in their flight training program. The best way to grasp it all is to go out there one day and talk it over with an instructor. Make an appointment in advance.
