How do you rig a Cessna 140 Rudder to reach the 16 degree limits?

I have the rigging part down, but how do I measure the 16 degrees?

A protractor, but it sounds like you may need an amateurtractor.

    Are you serious about asking this? I assume you have the manual sitting in front of you (since you can get busted for even changing the oil if the FDSO walks by and sees you don’t have the manual sitting out).

    With an adjustable protractor. Rotate the 2 blades to 16 degrees, hold it up to the surface and set.
    Simple, huh?
